摘要
"城管执法"是城市管理综合执法的简称。当前城管执法过程中存在主要问题的原因是:政府管理理念滞后;城管执法人员素质低下;执法依据欠缺;执法环境恶劣。实现城管执法超越的有效途径是:转变政府的管理理念;采取人性化的执法方式;完善法律、法规,建立健全监督制约机制;提高执法队伍整体素质。
Currently,the causes of law enforcement of urban management＇s main problems are： the serious hysteresis of government on management concept;the low quality of law enforcement officers;the lack of legislation for law enforcement;the adverse environment of law enforcement.The effective ways to achieve transcendence of law enforcement are： changing government＇s management philosophy;adopting humane law enforcement;improving laws,regulations,and the mechanisms for supervision and restriction;enhancing the overall quality of law enforcement personnel.
