运用SWOT战略矩阵分析法,在深入剖析中国石油钻探工程技术企业外部环境和内部条件的基础上,提出中国石油钻探企业应该采取开拓型战略——"走出去"积极开拓海外市场。同时,根据迈克尔·波特的钻石理论,作者构建了国际竞争力的钻石模型,提出了培育中国石油钻探工程技术企业国际竞争力的思路和措施。为了将中国石油钻探企业打造成世界一流的石油工程技术服务承包商,需要实施科技驱动、人才精优战略和文化融合战略。为此,要加强市场营销管理,增强抗风险优势;加强钻探作业管理,增强差异化优势;加强供应链和物流管理,增强低成本优势;加强战略规划管理,增强科学发展优势。
CNPC drilling engineering enterprises should adopt a strategy of proactively seek ing markets abroad. An international competitive position model developed by the author on the basis of Michael Potts’diamond model can be used to measure and enhance the international competitive position of CNPC’s drilling engineering enterprises. The model indicates that to become first-class global oil engineering service contractors CNPC drilling engineering enterprises need to implement a science and technology and talent development strategy and culture. Therefore management capability must improve in marketing risk management, drilling operations, low cost supply and distribution, and strategic science and technology development planning.
