摘要
分析日本公共体育设施运营的指定管理者制度的形成背景、特点、实施过程、现状及面临的问题。提出其对我国公共体育设施运营管理改革的启示:通过立法逐步完善公共体育设施民营化管理的外部环境;规范公平招标的机制、程序和管理办法;加强公共体育设施民营化改革的综合评价管理等。
The paper analyzed the background, characteristics, implementation process, current situation and problems of the designated manager system in public sports facility operations in Japan and revealed the enlightenment of the designated manager system on the reform of the public sports facility operations in China： normalize the mechanism, procedure and management of fair bidding and enhance the integrated evaluation management of the privatization reform over public sports facilities.
