摘要
自《国务院关于投资体制改革的决定》(2004年)中提出对非经营性政府投资项目试行代建制管理模式以来,即通过招标等方式,选择专业性的项目管理单位负责建设实施,严格控制项目投资、质量和工期,竣工验收后移交给使用单位。"代建制"作为我国投资体制改革的一项重要举措,受到了人们的广泛关注,实行代建制的重要意义重大。
Since the ＂Decision of the State Council on Reform of Investment System＂（2004） proposed non-profit government investment projects are carried out the agent-construction management model for trial,namely,to professional construction project management unit responsible for the implementation by bidding,strictly control of project investment,quality and duration,completion,acceptance and transfer to the using units.＂agent-construction system＂,as an important measure in Chinese investment system has been widespread concerned.The implementation of major importance agent system is of great significance.
