摘要
电网公司投资管理方法已从传统基于静态的数据挖掘与分析转变为需要满足动态的电网稳定性和财务压力之间的平衡。在对企业内部投资管理现状进行深入评估后,分析了上海市电力公司内部存在投资管理优化的空间,融合传统投资回报率的投资考量方法,并引入动态的资产管理精细化理念,建立了具有如下特点的投资优化管理方法:考虑电网当前的负荷紧张程度兼顾未来对于负荷装接容量增长预期;城市区域化细分至功能块,通过精细化管理确保有限的资金投入到真正的"热点区域";引进闭环监控体系,将历史绩效作为下一年度预算分配的主要依据之一。通过该方法的实施,有效提高了投资决策的准确度与投资流程的效率。
Grid company investment management methods have changed from the traditional efforts based on static data mining and analysis to the balance between meet the needs of dynamic grid＇s stability and the financial pressure.After deeply assessing the status of the internal investment management,the space of internal existing investment management optimization in Shanghai Municipal Electric Power Company was analyzed.Based on such concept,the theory of dynamic asset management granularity was introduced by combining the traditional investment consider methods of ROI.The established investment management methods hold following characteristics：perspective from both current capacity constraints of grid and the forecast of load installed capacity＇s growth in the future;city region was divided into modules and limited funds were ensured to be invested into the real ＂hot＂ areas by granularity asset management;closed-loop monitoring system was introduced to take historical performance as a key proof of next year＇s budge allocation.By using the proposed method,the accuracy of investment decisions and the efficiency of investment process were effectively improved.
