摘要
实行城乡按相同人口比例选举人大代表,有利于保障城乡公民享有平等的政治权利,促进政治民主的发展,但现有法律的规定、代表构成的协调、公民参政的能力等制约因素决定了实行城乡按相同人口比例选举人大代表不能一蹴而就。根据经济社会发展和民主政治建设的客观要求,修改现行法律、完善人大制度、推进基层民主、培育现代公民,是逐步实行城乡按相同人口比例选举人大代表的必然选择。
Instituting the elections of deputies of the people＇s congresses according to the same ratio of population,will be helpful to protecting the equal political rights of citizens in cities and countries,and promoting the development of democracy.But the restraining factors of the existing law,the coordination of deputies composition,the abilities of citizens＇ participation in political affairs determine that instituting the elections of deputies of the people＇ s congresses according to the same ratio of population can＇ t comes into be all at once.To modify the common law,perfect the systems for people＇s deputies,promote the building of democracy in grass-roots and turn out modern citizens,according to the needs of the development of economy,society and democracy,will be an inevitable choice to institute the elections of deputies of the people＇s congresses according to the same ratio of population.
