摘要
强制隔离戒毒工作伴随禁毒法的诞生已经开展近两年的时间了。然而,由于多种因素,强制隔离戒毒工作在实施过程中遇到了困境,例如:吸毒成瘾标准难认定、诊断评估体系不健全、戒毒民警队伍素质有待进一步提高,等等。这些问题严重阻碍了强制隔离戒毒工作的发展,难以有效降低戒毒人员的复吸率。针对这些问题,本文提出了相应的解决办法,如尽快制定科学的吸毒成瘾认定标准、建立诊断评估体系等等。
The compulsory isolation detoxification treatment has already been conducted for nearly two years. There are many problems, such as： the standard of drug addiction is difficult to be identified, the system of diagnosis and assessment is not perfect, the capability of our Police Drug Enforcement needs to be improved and so on. These problems seriously hindered the development of the compulsory isolation detoxification treatment, and led to the ineffectiveness in reducing relapse rate. To solve these problems, some suggestions are put forward. In this thesis, the definition and the significance of compulsory isolation detoxification treatment is elaborated; some questions in compulsory isolation detoxification treatment are proposed; an objective analysis on the causes and the harm of these questions are given.
