摘要
从医疗服务投入、可及性和质量差距三方面分析医疗保障城乡统筹的重要性和必然性。医疗保障城乡二元体制、提高农村医疗保障待遇资金缺口是当前医疗保障城乡统筹面临的主要问题,加强政府责任和打破城乡体制分割是医疗保障城乡统筹的发展方向。
It is necessary and important to urban and rural harmonious development on medical security due to big urban-rural gap in input and quality of medical service as well as the access to medical service. To fulfill the medical security of urban-rural integration, it should strengthen government accountability and break dual system to resolve the medical security of urban-rural dual structure and fund shortage for improving treatment of rural medical security.
