摘要
创新经济是一种新的技术经济范式,它在实现增长方式向创新驱动型转型的同时,引发了政府公共管理从自上而下的官僚行政管理向多元参与、多层次协作的联合治理转变。本文旨在研究创新经济下联合治理的内涵特征及其实现机制,考察创新经济对多维度联合治理的需求,重点分析国家层面、区域层面和微观创新主体层面的联合治理是如何促进创新经济的整体协调发展,并为我国建设创新型国家的管理制度转型提出建议和思路。
Innovation-oriented economy represents a new techno-economic paradigm.When realizing the transition to innovation-driven growth mode,it also induces the transition of public management from hierarchical structure to multi-participatory and multi-dimensional collaborative governance.This paper presents the concept,characteristics and operational mechanism of collaborative governance for innovation-oriented economy.It highlights the demand for multi-dimensional collaborative governance of innovation-oriented economy and how collaborative governance of national level,regional level and micro innovation player＇s level promoting the coordinated development of whole innovation-oriented economy.Finally,it suggests Chinese government adopting collaborative governance to support the construction of innovation country.
