摘要
南水北调中线水源区属于流域水环境保护的生态补偿范畴,其补偿方式有着复杂的多样性,其生态补偿机制的建立,需要多个相关部门的协调合作,尽快建立相关的法律法规,建立生态补偿专项基金和补偿主体多元化机制,强化和完善生态补偿的税收调节机制,实行水源区生态标志制度。
Water source area in South-to-north water transferring mid-line is the valley ecological environmental protection of compensation.The method for compensation is a complex ecosystem diversity.The relevant laws and regulations should be established as soon as possible.The construction of ecology to make a special funds and the mechanisms for diversification should be strengthened and improved.
