摘要
南美国家土地问题的主要特征是土地所有权高度集中,由此引发出严重的社会经济问题。为此,南美国家先后实行了土地改革,从土地政策入手,出台了一系列政策措施,试图解决农民、农村和快速城市化带来的系列问题。南美国家解决土地管理中存在的问题和应对挑战的方法,对中国的土地利用与管理的启示是:(1)小土地所有制有利于解决"三农"问题;(2)要从严限制城市扩张速度,防范"南美现象";(3)进一步完善土地政策法规,积极应对农村土地利用难点问题。
Because of the highly concentrated land ownership of the South American countries, the serious social and economic problems are triggered. Therefore, these countries carried out land reform successively; a series of policies and measures are published in the attempt to solve the series of problems concerning farmers, rural areas and rapid urbanization. The paper goes on discuss the enlightenment for China’s land use and management gained from the measures that the South American Countries dealt with the challenges, these include: Small land ownership is conducive to resolving the issue concerning 'agriculture, rural areas and farmers'; strictly limiting the speed of urban expansion and taking precautions against the 'South American Phenomenon'; further improving land policies and regulations, and actively dealing with the diffi cult problems of rural land use.
