摘要
通过完善土地法制为城乡统筹发展保驾护航,是今后一段时期法制建设的重要工作。改革和完善当前土地法制有三个方面的任务:严格规范土地改革试点,将试点纳入法治轨道;规范土地立法层级和程序,保障民众的土地立法参与权;引入土地发展权制度,建立公平合理的土地利益分配机制。
The paper focuses on the measures for reforming and improving the current land legal system, these include: strictly rationalizing the experimental reform of land and place it on the legal track; standardizing the level and procedures of land legislation, and protecting the participation of the people in land legislation; introducing the system of land development rights, and establishing the fairness and justifiableness mechanism of land income distribution.
