摘要
高等教育从其产生之日起,就带有开放性的特征。因此在某种意义上,我们不妨说开放本身就反映了高等教育活动的本质。由于历史境遇不同,不同时期不同国家的高等教育开放形式、内容和特征存在一定的差异。在一个全球化的社会背景下,中国要实现高等教育强国战略的基本路径选择是:在加大对外开放力度的同时,全面提高我国高等教育实力,实现由被动到主动、由人才输出到人才输入、由学术话语输入到学术话语输出等开放模式的转型。
The openness is one of the characteristics of higher education when it was primarily set up, therefore we may say the openness forms the nature of higher education activities. Due to the different historical situations, the opennesses of higher education in different countries have their own features in terms of forms and contents in different periods. Now in the context of the globalization, the basic approaches for China to achieve the goal of higher education power are as follows:while continuing and enhancing the opening up policy, we should progressively improve the strength of higher education, and realize the transformation from passive to positive form, from the personnel output to the personnel input, and from the input to output of academic discourse.
