由于公路工程概算或项目估算是国家确定和控制公路基本建设项目投资的最高限额,一经批准,是不能随意突破的,即便允许调整,也势必会影响工程的正常进度。所以,合理控制工程造价和提高工程造价文件的编制质量,是工程设计人员和造价人员的天职。
Highway engineering budgetary estimate or project assessment is the top limit for the country to determine and control the investment of highway construction,which can not be exceeded optionally once it is confirmed.Even it is allowed to be adjusted,the construction plan is also be impacted.Therefore it is the first duty of engineering designers and cost personnel that controlling the engineering cost in reason and advancing the quality of construction cost documents.
