摘要
1976年至1978年,我国科技界实际处于一种新旧消长的不平衡和混沌之中。此时,虽然整个国内的政治形势还不时透出冰雪消融之时逼人的寒气,但是我国科技法制建设已率先进入了一个新的历史发展时期,科技法制建设领域逐渐冰雪消融,出现了"解冻",并由此成为此后我国科技法制建设新的增长点。
From 1976 to 1978, the science and technology circles of our country had actually been in a state ofimbalance and chaos with the ebb and flow of the old and the new. At this time, though the whole political situation still shows the threatening chill of snow melting, but the construction of our science and legal system has entered into a new historical stage in advance. The area of science and technology legal system construction shows a phenomenon of snow melting gradually, and thus creating a new growth point ofit.
