摘要
外来物种入侵是指由于人为或自然的因素,导致生物由原生存地侵入到另一个生态环境的过程。本文从外来入侵的主要物种和经济损失,分析了外来物种入侵危及我国生态安全的现状;介绍了风险预防的原则与有关的国际公约;阐述了外来物种入侵适用风险预防原则的必要性。从充分评估风险因素、减少风险事件、降低风险损失,加强外来物种入侵专项立法,提出了规制我国外来物种入侵风险防范的法律对策。
The alien species invasion is a procedure that species invading otherenvironment from theirorigin by artificial ornatural factors.This essay expounds the mainly alien species and the costs by them, expatiates on the serious situation on ecological security of alien species invasion of China, and introduces the international conventions and the necessities on risk precaution principle.The last part of this essay puts forward the legal countermeasures by fully assessing and cutting down the risk, depressing the cost, and enhancing legislation.
