高等教育质量政策是高等教育政策的重要组成部分,也是教育政策的有机构成,它是国家和政府对高等教育质量的认识及规定。对于改革开放以来不同阶段高等教育质量政策静态文本的分析,旨在透过其表象形态分析其内在的实质形态,溯及政策背后真正的利益动因。
The quality policy of higher education is an important part of higher education policy and it is also a composition of educational policy.It is the country and government＇s understanding and regulations of the quality of higher education.The main purpose of the static analysis on the text of the quality policy of higher education is to analyze its essential form through its superficial form,and to pursue the real benefit motivation behind the policy.
