城市应急联动指挥系统CMS子系统的设计与实现

DESIGN OF CMS SUBSYSTEM IN CITY INTEGRATED EMERGENCY RESPONSE COMMANDING SYSTEM AND ITS IMPLEMENTATION

摘要 在分析目前城市应急联动指挥系统存在问题的基础上,设计并实现了CMS(Communication Management System)子系统的解决方案。通过综合运用计算机电信集成技术和中间件架构,实现了应急信息的有效整合,特别是电话网络与计算机网络的信息整合,同时还充分考虑核心控制模块的容灾备份机制,保证了城市应急联动指挥系统可靠运行。 Based on analysing the existing problems of current City Integrated Emergency Response Commanding System, we designed and implemented a CMS subsystem solution. Through the comprehensive use of CTI and middleware framework, the effective integration of emer- gency information, especially of phone networks information with computer networks information was achieved. Meanwhile, the CMS subsystem allows thorough consideration be given to the core module of disaster tolerance backup mechanism,which guarantees the reliable operation of the City Integrated Emergency Response Commanding System.
