摘要
石油石化企业建立成品油现代物流体系的基本思路可以概括为:通过整体规划、体制创新、流程再造、优化布局、发展管输,实现成品油物流一级营运,一、二次物流无缝对接,达到"资源统一调度、物流统一优化、配送统一组织、人财物统一管理、发展统一规划"的成品油现代物流运作的目标模式。建立新的成品油现代物流体系,必须改革管理体制,打破行政区划,再造业务流程。大区公司应转变为大区物流中心,省(市)公司应组建专业化运作的物流中心,直接管理物流运行和油库。同时要根据整体物流成本最优、确保市场、充分供应的基本原则优化油库布局;要根据合理经济流向和先进的信息技术配置成品油资源,按油库的辐射半径进行配送,实现跨行政区域的优化调度,努力提高物流的运行效率。
The basic ideas for petroleum and petrochemical enterprises to build the modern logistics system of refined oil can be concluded as follows: achieving first-class operation of refined oil logistics and the seamless butt of the first and second flows with the measures of overall planning,institutional innovation,process reengineering,layout optimization and the pipeline development,so we are able to attain the target of refined oil's modern logistics system which is characterized as unified control of resources,unified logistics optimization,unified distribution coordination,unified management of staff,money and material,and unified development planning.It is necessary to reform the current management system,break the administrative division and reengineer the whole business process.The regional companies should be converted into regional distribution center,provincial and municipal branches should set up specialized logistics center which is in charge of logistics operation and oil depots.Meanwhile we should also optimize the layout of oil depots on the principles of the lowest overall logistics cost,market guarantee and adequate oil supply,allocate the oil resources based on rational economic flows and advanced information technology,distribute oil according to the radius of the depots so as to achieve the goal of cross-administrative regional layout optimization,thus greatly improving the efficiency of the whole oil logistics operation.
