摘要
随着南水北调中线工程建设的顺利进行,水价受到人们越来越多的关注,研究水价的调整具有重要的理论与现实意义。从国家现行水价办法的弊端和南水北调中线工程水价调整研究的必要性出发,对南水北调中线工程水价的构成进行了分析,依据经济学理论和水价相关法律法规对南水北调中线工程水价的调整提出了成本变化法、供求关系法,并在此基础上建立了南水北调中线工程水价综合调整模型,最后对水价调整幅度的确定进行了分析。可为南水北调中线工程水价管理部门提供决策参考依据。
Along with the construction of Mid-route of South-to-North water Transfer Project,people are more and more focusing on the water price,the study of water price adjustment is of important theoretical and practical significance.Based on the study of the disadvantages of water price management method and the necessity of water price adjustment,the composition of water supply price were analyzed in this paper.According to the economics theory and water price-related laws and regulations,the cost variance method and the supply and demand relation method of water price adjustment are put forward,and the comprehensive model of water price adjustment is established on this basis.At last the range of water price adjustment are discussed.This study can provide decision support tools for the water price maker.
