摘要
美国公共住房是联邦政府解决低收入者住房问题的重要手段。但公共住房却出现了严重衰败、种族隔离、贫困集中、缺乏公共服务等诸多问题。为此,美国国会通过了第六希望计划(HOPEVI)①。始于1992年,耗资50亿美元的第六希望计划标志着公共住房政策的根本转变,是美国历史上最雄心勃勃的城市复兴计划。计划以重新设计的混合收入住房取代严重衰败的公共住房社区,将房屋复兴资金与改善管理和支持性服务资金相结合,以促进居民的自给自足。
American public housing projects serve as an important means in which the federal government solves the housing problems for low income residents.However,this gives way to severe declines,racial segregation,concentrated poverty,and managerial neglect.Congress enacts Hope VI program which is due to take effect in 1992.With $5 billion investment,the program represents a dramatic turnaround in public housing policy and urban restoration effort in history.The redesigned mixed-income housing combined with grants for improved management and supportive services to promote self-sufficiency of residents.
