科伦坡计划是一个区域性组织计划,体现了亚太地区政府间努力增强成员国经济和社会发展的构想,该计划首要重点是人力资源开发。科伦坡计划诞生于1950年1月在锡兰(今斯里兰卡)科伦坡召开的英联邦外交部长会议。澳大利亚首倡科伦坡计划,使其提高了在英联邦国家中的地位,扩大了在南亚和东南亚地区的影响。
The Colombo Plan is a regional organization that embodies the concept of collective inter-governmental effort to strengthen economic and social devel-opment of member countries in the Asia-Pacific Region.The primary focus of all Colombo Plan activities is on human resources development.The organization was born out of a Commonwealth Conference of Foreign Ministers,held in Colombo,Ceylon（now Sri Lanka）,in January 1950.Australia Colombo Plan was initiated to improve the status in the Commonwealth countries to expand in the South and Southeast Asia region.
