摘要
《住房公积金管理条例》和建金管[2005]5号文件的规定,各地的住房公积金管理委员会可以结合实际制定相应的住房公积金管理办法,但由于公积金条例对一些条款的规定太过笼统和不规范,导致了各地的住房公积金管理部门实际的做法千差万别,其结果与国家推行住房公积金制度的初衷已经相去甚远。笔者针对这一现象对我国公积金制度存在的问题提出自己的思考和建议,以期能引起管理者当局和同行专家的重视。
Based on regulations on management of public accumulation fund for housing construction and 2005 File No.5,the collegiums of fund in every quarter make management method of housing provident fund according to specific conditions.Because common funds regulations and unstandard generally confound to some clause of provisions,it is various to cause the method of administrative department of housing public accumulation fund of all parts,its result and original intention that the country pursued the system of the housing public accumulation fund have already greatlied differ from each other.In this paper,to the localization about the common reserve funds administrative center in regulations and relevant provisions,appreciation income distribution,pay-settle interests year and pay base figure,proportion of income and zoning management,etc.five noncompletely respect put forward own thinking and suggestion,expect to cause the attention of the expert of administrator＇s authorities and counterpart.
