摘要
本文以制度依赖理论和网络治理理论为基础,对目前我国政府转变行政职能,提高公共体育服务的质量和效率,保障和维护全民基本体育权益过程中遇到的成本困境、模式困境等相关问题进行了探讨,并提出了解决途径:一是制度保障,从制度层面创新公共体育服务的模式;二是主体协同,从网络治理视角分析各服务主体间的关系。
Based on the System Dependence Theory and Network Management Theory, this paper analyses the transition of the administrative function of our government, the quality and efficiency enhancement in public sports service, the cost predicament and mode predicament in the process of maintaining and ensuring sports rights of the entire nation. Furthermore the paper suggests two approaches to cope with the problems： firstly, the system insurance which innovates the mode of public sports service from the system perspective; secondly, the subject coordination, a thorough analysis of various sports service subjects and their relationship from the network management perspective.
