摘要
民族关系的监测预警不仅仅是一个技术问题,更是一个复杂而且涉及面广的系统工程。从民族关系监测预警的主要功能分析入手,提出了监测预警实施所面临的若干问题,主要包括信息收集、信息公开、预警方案执行、组织保障以及制度保障等五个方面;从实施工具、核心工作及预警目标等方面给出了监测预警的实践策略,特别指出应采用整体规划与分步实施相结合的实施原则,并尽量采用已有资源避免重复建设;最后提出了在民族关系监测预警保障机制方面的一些对策和建议。
Monitoring and early warning for ethnic relations are not only a technical issue but also extensive and complex system engineering.Through analyzing the main functions of monitoring and early warning,several problems during early warning practice are put forward in this paper,which include the five areas,such as information collection, information disclosure,early warning program execution,organizational support,laws and regulations and so on.Early warning practice strategies are discussed from the practice tools,core work and early warning tasks.Especially we should adopt the overall planning and step-by-step principle,and integrate existing information resources as far as possible to avoid duplication waste of resources.Finally some countermeasures and suggestions are proposed in monitoring and early warning guarantee mechanisms.
