摘要
论述江苏沿海“四大港闸”推行安全生产管理专项考核手册制度的背景和主要做法，客观分析了取得的成效及存在的不足。提出今后“四大港闸”手册制度要从充分认识其重大意义、提高安全工作者素质、建立安全生产长效管理机制、优化手册设计工作、建立安全生产督查指导机制、组织手册交流观摩活动等方面进行强化。
It explains the background and main measures of implementing ＂safety product management handbook＂ institution in the four sluices in the coastal area of Jiangsu Province. The effect and shortcoming are analyzed objectively. It suggests reinforce this institution from followed aspects： understanding its significant meaning fully, improving the workers＂ quality, constructing long term management mechanism, optimizing handbook design, building safety product supervising mechanism, organizing exchange activities, and so on.
