摘要
预测、监测和预警是区域森林资源预警系统概念框架中的３个容易混淆且相互关联的概念。在给出预警概念的基础上，从概念内涵和外延的角度对预警和预测的关系作了初步的探讨，并引用集合论相离、相切和相交３种关系，阐述了预警和监测的关系。
In conceptual framework of regional forest resources early warning system,prediction,monitoring and early warning are three relative concepts that are very easy confused.From the views of conceptual contents and application,the paper discusses the relationship of early warning and prediction.And from the views of set theory:separate,tangency and intersect,the paper explores the relationship of early warning and monitoring.
