摘要
目前,惠民政策与计划生育政策导向性冲突问题得到政府和学界的广泛关注,为此,各地政府出台了一系列政策措施来协调二者的不兼容性。通过对惠民政策与计划生育政策现有协调机制的分析,发现政策协调机制的选择关键在于考察基本国策涉及内容是否形成了普遍的社会共识。当基本国策涉及内容形成社会共识,与其他政策发生导向性冲突时,可将基本国策作为前置限制性条件,建立国策上位的协调机制更合理可行。反之,调整基本国策,采用"水涨船高"型协调方式,基本国策在新形势下应与时俱进。
Currently the policy-oriented conflict between the Benefit-the-public policy and family-planning policy has been widespread concerned by the government and academia. Local governments issued a series of policies and measures to coordinate the incompatibility between them. By examining the existing coordination mechanisms between Benefit-the-public policy and the family-planning policy and analyzing the problems, we find that the establishment of the policy coordination mechanism is vital to investigate whether the contents of the basic state policy related to the formation of a general social consensus. When the basic state policy formed a social consensus, the basic national policy is regard as a pre-restrictive condition. The upper national policy coordination mechanism is more reasonable and feasible. Conversely, adjusting the basic national policy, we should choose a "rising in tandem" type coordinated approach to the basic national policy in the new situation with the times.
