摘要
对区域水资源系统所面临的风险进行识别,造成水资源系统失事的风险因子有水文风险因子、水力风险因子、工程风险因子、可供水量风险因子、用水量风险因子、水环境风险因子、技术风险因子和其他风险因子.对水资源系统风险过程的描述包括降水-频率关系、降水-径流关系、流量-频率关系、水位-库容关系、缺水量-损失关系和损失-频率关系的不确定性.建立了水资源风险因素的影响图模型.最后以京津首都圈为例进行了水资源短缺风险识别.
Regional water shortage risks is recognized,and the risk factors includes hydrology risk factors,hydraulics risk factors,project risk factors,available water supply risk factors,water use risk factors,water environmental risk factors,technical risk factors and other risk factors.The description of the process of water resource system risk includes the uncertainty of the relationship between precipitation and frequency,rainfall and runoff,flow and the frequency,water level and reservoir capacity,water shortage and loss,loss and frequency.Further,the influence diagram mode of water resource risk factors was established.Finally,as an example,the risk of water shortage in the capital circle area including Beijing and Tianjin was identified.
