摘要
以贵阳市花溪区云上、洛平、大寨、吉麟、花溪等5村为例,对城镇化进程中失地农民的基本生活情况进行调查,发现在征地过程中存在征地补偿标准偏低、失地农民生活缺乏基本保障、对失地农民基本利益代表缺乏信任等问题,提出了制定科学合理的征地补偿机制、政府引导补偿款的合理使用、合理安置失地农民就业、建立和完善失地农民的社会保障机制等对策,以保障失地农民的基本权益。
The present study is an attempt to investigate the basic living quality of landless farmers during the process of urbanization using the farmer’s details from villages of Yunshang,Luoping,Dazhai,Jilin,Huaxi in Huaxi District,Guiyang City.Some problems were exposed during the investigations which included excessively low land requisition compensation standards,lack of guarantee for basic living quality of landless farmers,lack of trust in interest representatives,etc.In order to guarantee landless farmers’ basic rights and interests,some strategies have been proposed including enacting a scientific and sound land requisition compensation system,guiding landless farmers to use land requisition compensation rationally by government,arranging employment for landless farmers,setting up security system for landless farmers,etc.
