摘要
社区治理是城市基层民主实践的新突破,孕育着一种与多元化社会相匹配的治理探索。从城市居民小区治理的视角,论述了居民小区有效治理的战略意义,认为有限且有为是政府的定位与选择,探讨了有限且有为的政府的涵义与治理原则,并进而论述了当前政府在小区治理中应当发挥好供给基本规则、理顺治理结构、回应维权实践和培育社会组织的基本作用。
ommunity governance is a breakthrough of the practice of grassroots democracy in urban, and carries in a gover- nance exploration to match the pluralistic society. From the perspective of residential district governance , this paper dis- cuses the Strategic significance of the effective governance of a residential district, the limited and effective government is what we should position and select, and discuses the meaning and the governance principles of the limited and effec- tive government, further the paper also discussed the current government should play a good supply of basic rules , stream- line the governance structure, response to the practice of owners＇ defending their rights ,and cultivate the NGO in the management of the residential district.
