摘要
通过分析当前水务基础信息资源管理存在的主要问题,提出改变将信息资源管理工作依附于具体信息化项目的传统做法,将其从各个信息化项目的开发建设和运行维护过程中剥离出来,在更高的层次上用资源管理的理念来对其进行统一规划、系统组织、集中管理和共享使用。提出了建立水务基础信息资源管理的专职机构,加强水务档案和自动监测数据管理的建议。
Through the analysis on the problems existing in the management of water basic information resources, it suggests to change the ordinary methods that information resources management rely on special informationzation program. Separation of information resources management from the construction and operation of special informationzation program can provide a higher level for uniform planning, systemic organizing, integrated managing and sharing. It also proposes to build a special organization for water basic information management, and strengthen the management of water file and automatic monitor data.
