摘要
将科技发明转变为国家繁荣的动力必然要经过商业化和产业化的环节,但是创新产品的风险和不确定性往往影响到其市场化进程。本文在借鉴欧盟各国通过政府采购推动科技发明产业化的经验和模式的基础上,结合我国正在实施的政府采购支持自主创新产品的措施,提出四点建议:(1)建立健全创新导向的政府采购产品目录体系;(2)创新政府采购模式,突出集成化优势:(3)实施柔性政府管理,凸现创新产品的多样性;(4)增强专业化水平,构建创新导向政府采购支撑体系。
To turn the S＆T innovation into the power of the national prosperity have to go through the link of commercialization and industrialization, but the risk and uncertainties of innovative products often affect the process of its marketization. This paper draw the lessons from the experiences and models of the countries in European Union which select the way of government procurement to promote the S＆T innovation Industrialization. In combination with the measures for our country＇s public procurement to support innovation activities,and put forward four suggestions on the formulate and implement of innovation-oriented government procurement policy in our country ： （ 1 ） Establish and improve the innovation-oriented product catalog system of government procurement （2） Innovative government procurement model,highlight the inte- grated advantage （3） Implement flexible government management, highlighting the diversity of innovative products （4） Enhance the profes- sional level, building innovation-oriented government procurement support system.
