摘要
区域发展问题的关键是一个地区究竟发展什么产业才能赚钱、赚更多的钱;产业布局问题的实质是某一产业究竟布局在什么地方才能使这个产业赚钱、赚更多的钱。这是两个完全不同的问题,但如果同时考虑一国或一相对独立的大区内的多个产业的布局、多个地区的发展问题,则二者融为一体,构成耦合关系。以系统科学理论为基础,运用运筹学和投入产出方法等建立了产业布局与区域发展的简单耦合模型。传统经济地理学关于产业布局的研究易忽视偏远落后地区,一般区域经济学关于区域发展的研究则不可避免地导致重复建设,只有将产业布局与区域发展结合起来,才能做到统筹兼顾、科学合理。
The key problem of regional development is which industry can help one area earn more profits.While the real issue of industrial distribution is where to distribute one industry for more profits.If we consider industrial distribution and regional development in one country or one comparative independent area at the same time,the two different problems should be coupled in one.Based on theories of system science,operational research and input-output method,a simple coupled mathematics model was built.Researches of industrial distribution in traditional economic geography usually neglect remote undeveloped areas.Researches of regional development in traditional regional economics usually lead to redundant projects inevitably.It will become scientific and reasonable only when integrating the two aspects of regional development and industrial distribution.
