Abstract The demand to strengthen the supervision of offsetting fund and its
dealing process is more and more strong in face of a serious of financial crisis in the international
scope. The more important thing is that the offsetting fund is operating in the current international
financial system. The problem of the fund reflects the imperfection of international finance system
and supervision mechanism.
