摘要
成都武侯区人民医院的治理改革提示:转变对公立医院院长的激励与约束机制,政府可通过公开招聘公立医院院长和实行绩效管理合同,转变治理机制,落实对公立医院院长的问责;转变公立医院筹资机制,开展公私合作,应允许民营资本在合作期内获取合理回报;在现行公立医院管理体制下,也可以首先改革医院内部的人事管理制度和薪酬制度,将政府的公益性政策目标转化为可以量化考核的约束指标,以实现多劳多得和优劳优酬。
The governance reform in Chengdu Wuhou People' s Hospital showed hospital dean open recruitment and performance based contract can change the incentive and restriction to public hospital's dean. They changed the governance mechanism by nailing down the dean' s responsibility. They also change the financing mechanism by cooperating with private capital and promising them reasonable rewards. We can reform personnel appointment and compensation system to make commonweal policy to be translated into quantitative assessment index.
