摘要
目的了解上海市松江区建设项目施工设计预防性卫生审核现状,分析存在的主要问题及影响卫生审核文书质量的因素,有针对性的提出对策。方法用已建立的文书质量评价指标体系,对三年建设项目施工设计预防性卫生审核档案进行评阅,统计分析评阅结果产生原因及卫生审核文书质量的影响因素,结合实际工作经验提出针对性对策建议。结果卫生行政审核文书质量受16个指标体系内部因素影响。统计分析并结合专家意见确定申请资料齐全、文书时限符合法律规定、程序形式合法、基本文书齐全、符合法定基本流程、审核依据合法是关键影响因素。建设项目施工设计卫生监督审核文书总体质量整体趋好,工业项目审核文书质量显著低于其他项目,审核文书质量还受审核人员性别、学历等外部因素影响。结论卫生审核文书质量仍有较大改进余地,申请资料及文书齐全性、文书时限、形式、流程在工作中有待改进,人员配置有待合理完善。
Objective To propose the proper countermeasures through analyzing the influencing factors on the quality of health auditing document in course of construction project.Methods Multiple line regression statistical model was used to analyze the impact of indicators on the quality of health auditing document.Results The quality of health auditing document was subject to 16 factors.Combined with expert advice and statistical analysis,the legitimacy of the audit basis,the use of standardized terminology and language,the integrity of the application information,the meet of time limit of specific cases,and the full of basic documents and application information,and the meet of statutory basic flow were the key factors.The quality of health auditing document was in good condition on the whole.The quality of health auditing document of industry project was significantly lower than those of other projects.The quality of health auditing document was also influenced by the auditors＇ sex,educational background,and other external factors.Conclusions There is still much room for improvement in the quality of health auditing documents.Indicators like law enforcement procedures,application data,the integrity of documents,the meet of time limit and the format of the documents,and personnel allocation could be improved.
