摘要
陕西农村劳动力转移就业过程中面临诸多困境,表现为整体文化素质低专业技能欠缺,转移流动就业投资成本过高,乡镇企业少、规模小吸纳劳动力有限,外出转移就业的合法权益难以保障。为此,必须提高农村劳动力自身素质,消除歧视实现就业市场的城乡一体化,大力发展乡镇企业和中小企业,打造知名"劳务品牌",开发利用旅游资源。
This paper mainly analyzes the difficulties in transfering and obtaining employment among Shaanxi rural labour force.They are as the followings: the people's whole educational level is too low and they are lack of special skills;the costs of transfering migrant labours are too high;there are less township enterprises and they are so small-scaled that they cann't afford many job opportunities;the legal rights of transfering the employment of the labours cann't be guaranteed.Therefore,we should improve the qualities of rural labour forces and eliminate the discrimination in order to realize the town and country integration in job markets.We should work hard to develop the township enterprises to create some famous labour service brands and to develop and utilize tourist resources.
