摘要
社区居民参与是治理范式的本质要求,对于基层民主和社区善治的实现起着决定作用。按照治理范式的价值取向和衡量标准分析,中国社区居民参与总体呈现为低度参与,其原因在于科学的社区治理结构尚未形成,臣民意识、单位意识的历史惯性,公民社会发育不足和制度化平台缺失。
Expand the orderly development of grass - roots political participation and democracy, is China＇s political development theme of the times. In academic circles, with the governance paradigm of the construction, development and improvement of the primary ways to realize democracy, provides a new idea. Community residents participate in the management paradigm of the essential requirements of grassroots democracy and community for the realization of good governance plays a decisive role. However, due to various reasons, the status of community residents to participate is not optimistic. This article attempts to control paradigm from the perspective of, described the eommunity residents to participate in the content management and measurement, analysis of the current status of community residents to participate in further explore the participation of community residents the underlying causes of low.
