摘要
在生态环境恶化的背景下,在生态哲学与生态伦理学的启发下,行政学理论的"生态学"转向是必然的,它会触发一个新的交叉学科的诞生,即生态行政学。当下,中国政府生态管理职能的提出,一方面是以西方生态文化及其绿色政府运动为其背景的;另一方面也是因为人与自然的恶化把政府组织推向了前台。因此,我国学术界提出的"生态型政府",恰恰能成为一种新的解释当前政府行为合理性的理论,而"生态行政学"也可能会成为一种新的行政学的研究力量。
In the context of deteriorating environment,administrative studies,drawing inspirations from the ecological philosophy and ecological ethics,will inevitably take an ecological turn.Hence an interdisciplinary endeavor,termed ecological administrative studies,is to emerge.At present,the proposal that the Chinese government perform an ecological management function is made on the one hand in response to the western ecological culture and the green government movement and on the other to the situation in which the government is thrown into the spotlight due to the growing tension between man and nature.Therefore,scholars in our country have raised the concept of ecological government,which constitutes a new justification for the rationality of the current administrative behaviors.Correspondingly,ecological administrative studies will also witness the formation of a team of competent researchers in this new interdisciplinary program.
