基于小流域山洪防洪需要的滞洪削峰水库研究 被引量:4

摘要 由于受河道安全泄洪能力的限制,建设防洪水库已成为防治山洪灾害的主要工程措施之一,但受库址、坝址、造价、移民、生态等多方面的制约,建设防洪水库往往需要付出沉重的代价。针对山洪暴涨暴落、洪峰大洪量少的特点,提出了平时不蓄水,洪水来临时,单一削减洪峰的新型防洪水库—滞洪削峰水库。在分析河道最大安全泄洪流量和滞洪削峰水库运行特点基础上,提出了滞洪削峰水库的选址、选型要求及滞洪削峰水库大坝主要尺寸的确定方法。由于滞洪削峰水库削减洪峰流量非常突出,在山洪灾害防治中将发挥重要作用。 Due to limited river flood discharge capacity of river channel,building a flood control reservoir is one of major structural measures to mitigate flood disasters.However,building a traditional flood control reservoir in a small mountainous basin often involves many limiting factors of reservoir site,dam site,cost,resettlement,ecology,etc..In the light of the characteristics of sharp flood rise and down,high flood peak and small flood volume,we propose to construct flood detention reservoir which does not store water in usual period,but detent flood in the period of torrential flood.On the basis of analysis on the maximum safe discharge capacity of downstream river channel and the operation characteristics of a flood detention reservoir,we put forward the requirements of reservoir site and type selection,the determination method of the major dam size of flood detention reservoir.The flood detention reservoir has obvious functions in flood peak discharge reduction and will play an important role in mountain torrents disaster prevention in small mountainous basins.
