摘要
目的:描述和分析宁夏山东两省农民参与新型农村合作医疗的意愿变化情况,为新农合的可持续发展提供依据。方法:采用定性方法对宁夏和山东六县市农民进行访谈,结合机构调查,比较2006年与2008年两次调查结果,分析农民参合意愿变化情况。结果:农民参合率明显提高,呈现被动参合到主动参合的转变,对新农合的认识和信任提高,互助共济与疾病风险意识增强,个别农民不参合主要与制度或管理的不足有关。建议:完善新农合制度,探讨适宜的新农合补偿模式,促进新农合的可持续发展。
Objectives ： To describe and analyze the changes in farmer＇ s willingness to join new rural cooperative medical scheme （NCMS） in Ningxia and Shandong Province and provide references for the sustainable development of NCMS. Methods： Qualitative study was applied in six counties and institution regular data was combined to compare the changes of willingness to join NCMS between 2006 and 2008. Results： The enrollment rate was increased signifi- cantly ; more farmers joined the NCMS actively instead of passively; knowledge and trust on NCMS were promoted; rec- ognition of disease risk and risk sharing were improved. Few farmers did not join NCMS mainly caused by shortages of the regulation and management of NCMS. Recommendations： To further improve the regulation and awareness of NC- MS, explore appropriate reimbursement model, and to promote sustainable development of NCMS.
