摘要
中外合作办学从20世纪80年代发展至今,已经由"高等教育的边缘"成为"我国高等教育的重要组成部分"。其政策发展经历了三个阶段,内容不断完善,合法性不断增强,政府的政策态度也越来越积极,政策发展成果值得肯定,但是政策本身和政策执行中的问题也不容忽视。整体而言,中外合作办学政策甚为薄弱。从中外合作办学政策产生的背景、演进、政策执行等方面对中外合作办学的政策进行了分析,并提出了健全政策的若干建议。
Chinese╞foreign cooperation in education has become an important part in our educational system from the edge of higher education since 1980s. After three stages,the policies of Chinese foreign cooperation in educational are more and more complete and legitimacy. The related policies have achieved great development,but there are also some deviation phenomenon when they execute these policies. Overall,they are still weak now. The policies of Chinese foreign cooperation in education are analyzed by this paper according to the background,the development and the implementation of policies. And we give several policy recommendations.
