摘要
以湖南省浏阳市集体林产权制度改革为例,从林农视角出发,总结了集体林产权制度改革的现状,发现了存在的一些问题,即林农收入低,对林业前途的预期不高;缺少资金,林权抵押贷款困难;缺乏组织和技术,产业化程度和经营质量不高等。针对这些问题,提出了相应的解决方案,即进行林业补贴,提高林农经营积极性;创新金融产品,完善林业投融资体系;加强组织和技术服务,提高经营水平。
This paper in the case of collective forest property right system reform of Liu Yan of Hu Nan province,summarize the current situation and existing problems of collective forest property right system reform from the view of forest farmers.The problems are forest farmers＇ income is low and they don＇t think forest has good prospects,forest farmers lack of funds and it＇s difficult to loan through mortgage the forest property right,and lack of organize and technology,the industrial level and the quality of management are low.To these problems,propose some countermeasures,they are carry out forestry subsidies,improve forest farmers＇income and manage enthusiasm,innovative financial products,improve forest investment and financing system,strengthen organize and technology services,and improve level of management.
