摘要
在拥堵的产生机理及外部性的回顾的基础上,对15个交叉口拥堵进行测算,得到其中最为拥堵的交叉口。基于机动车怠速的特性分析交叉口的拥堵成本,定性定量的将拥堵成本划分为时间成本、燃油成本和尾气成本三部分,并给出具体的计算方法。从而客观的为决策机构制定相关政策提供一定的数据支持。
Based on a review of the generation mechanism and externality of traffic congestions, the paper measures 15 road intersections to determine the most eongested ones. It then proceeds to analyze the congestion cost at the intersections in accordance with the characteris- tics of idling motor vehicles, divides it into three parts of time cost, fuel cost and exhaust cost after considering both qualitative and quantita- tive factors, and finally it presents the specific calculation method.
