摘要
通过回顾和比较内生经济增长理论并以此为计量模型,以人力资本存量指标划分区域,来分析中国人力资本与经济增长的关系,实证分析结果表明:在不同人力资本类型区域中,作用于区域经济增长贡献度是不同的,政府应采取差异化区域人力资本政策。政府人力资本投资会产生溢出效益。溢出效益使生产呈现规模收益递增,实现经济内生增长。从而实现经济增长方式的根本转变。
By reviewing and comparing the theory of endogenous economic growth, building an econometric model accordingly, and dividing the areas by the index of human capital stock, the paper tries to analyze the relationship between Chinese human capital and economic growth. The empirical results show that the contribution to the regional economic growth is different in areas with different types of human capital, so the government should adopt differential regional human capital policies. The human capital investment by the government will bring out the spillover effect. The spillover effect presents increasing returns to scale in production, realizes the endogenous economic growth, and thus promotes the fundamental change in the pattern of economic growth.
