摘要
文章从生产的比较优势角度,剖析了虚拟水贸易策略促进苏南产业转型升级的机理,从传统产业转移和高新产业发展角度提出苏南实施虚拟水贸易策略的战略思路,最后,分别就排污权分配、补偿机制和政府转型三个方面给出保障虚拟水贸易策略实施的政策建议。
From the point of comparative advantage,this paper analyzes the mechanism of upgrading the industry by virtual water trade in southern Jiangsu province.According to the perspective of traditional industries＇ transfer and high-tech industry,the strategy of implementing virtual water trade for southern Jiangsu province is advanced.Finally,policies for protection of virtual water trade strategy are proposed from three aspects： the allocation of emission rights,the compensation mechanism and government restructuring.
