摘要
近年我国陆陆续续兴建了很多的水利工程,初步建成了防洪、防潮、排涝、灌溉、供水、抗旱等工程体系,为全市经济社会发展提供了防洪安全保障和水资源供给保障,发挥了巨大的社会和经济效益,但工程单位也存在着体制不顺,职能不清,人才缺乏,质量监管不完善等问题.无论从哪方面都还存一些一时难以解决的问题,由此造成一些水利工程的质量难以保证,并埋下很多隐患。为解决这些问题,各项监管措施要跟上,工程质量才能得到更进一步的保障。
In recent years, our country has built many water conservancy projects successively, the engineering system for flood protection, dampproofing, flood drainage, irrigation, water supply; drought resisting has taken an initial shape, which provides the flood protection security safeguard mechanism and water source supply safeguard mechanism for the city＇s economic society development. The engineering system also plays a big role for the benefit of society and economy. But the engineering units have the problems such as system irrationality, ambiguous functioning, lack of talents and the imperfect quality supervision. Anyway, there exist some difficult problems now which results in difficulty in guaranteeing the quality of the water conservancy project and produces many hidden troubles. To solve these problems, all the related supervision measures should be strengthened so that the quality of the oroieet could be guaranteed.
