摘要
介绍国家技术创新工程的发展背景、针对技术创新体系建设中的薄弱环节提出国家技术创新工程的主要任务、技术创新体系的基本框架,指出要在科技计划组织方式、财政科技投入、评价考核激励机制等方面提供保障,并介绍近期工作重点。
This paper presents the sources and development of the national technological innovation project. Due to the weakness of the technological innovation system, we put forward the primary mission of the national technological innovation project, the framework of the Technological Innovation System. This article addresses we should provide guarantee for the science and technology programs＇ organization mode, financial input, assessment and incentive mechanism.
