摘要
集体林权流转是社会主义市场经济发展的客观必然,已成为现实并大量存在。随着集体林权制度改革的深入开展,林地经营分散、管理模式落后、市场流转机制不活等新问题逐渐凸现出来,一些带有普遍性和全局性的问题逐步暴露出来,亟待解决。以浙江省林改试点县庆元为例,分析当前集体林权流转的现状及问题,并提出对策建议。
Circulation and transfer of collective forest fight was the inexorable trend in the development of socialist market economy, which had become a reality and existed in large quantities. As deepening collective forest right system reform, the problems of forest management dispersion, backward manage- ment, inflexible market mechanism gradually highlighted, some universal and global problems were gradually pulled out, those problems pressed for solution. We took the pilot Qingyuan county of collec- tive forestry property reform in Zhejiang for example. We analyzed the current status and problems of circulation and transfer in collective forest right, then put forward countermeasures and suggestions.
